scrolling too much

The jerky scroll is caused by the latest update, 824145 security fix, if you
have installed it.
Still waiting for a revised fix from MS.

Drag the scroll bar or click under the Down arrow for more control.

You can remove the fix, add/remove programs but will lose the security
aspect.

This is due to a bug in critical update 824145.
Work arounds:
Click immediately under the slider.
Drag the slider.
Use the mouse wheel.
Use the Page Down and Page Up keys.

This bug hasn't been fixed in two months. (And if we've already gotten our
'Monthly Security' update with KB832483, then I guess it will be at least next
month before the next chance at a fix...)

Is there any place where Microsoft has officially acknowledged that they
indeed consider this is a bug (and not some 'wonderful' change we are supposed
to be madly enamored about)?
