Scrolling sensitivity

I recently did a clean install of Windows XP Home Edition. Everything is
running fine but one little thing and I can't figure out how to adjust it.
Before my clean install the scrolling bar on the right side of the screen
used to scroll down one page at a time when clicked. Now it goes more than
one page so I miss some and have to scroll back. Where is that sensitivity
adjusted?
