scrolling/frame/css problem

Whenever I view my website in a frame (such as when an
image is viewed from a google search), the text and
graphics smear upon scrolling. I've set up a test frame
for demonstration.

Strangely, the smearing doesn't begin until about 200
pixels (or so) in the target frame. I use CSS, so that
may be the source of the problem. I really cannot
explain why this occurs. I'm not using any fancy
javascript or anything. This problem does not occur in
Mozilla browsers. Any thoughts would be appreciated.
