Scrolling and moving windows

I have just installed XP on my new machine and when I
scroll down in a window the movement is not smooth. I
have tried using a different mouse but this did not
change it. I never had this problem on my old machine.
Has anyone any ideas?

is the graphics card as good as this "old machine"? how much ram u got?
maybe try and go to the proformance settings in the properties of "my
computer" and try and uncheck the useless eyecandy to see if that ups ur
smoothness. (and yes i just made up that word)
