Scrollbar behavior

The vertical scrollbars on my machine scroll to the bottom
of the window without any user input as soon as the window
in opened. The bar cannot be dragged to the top to scroll
up, it just bounces off the bottom of the slider. Is this
a known bug? virus? I am current on upgrades & Norton.
 
You didn't mention any history but it sounds like bad hardware. Try another
mouse and or keyboard.
