The paging scroll problem was caused by IE6 update Q824145 (see KB824145). Subsequent update Q832894 supposedly contained a fix for some. It didn't fix mine. I'm told that clicking near the scroll bar will result in one page and farther away two or more pages. Haven't confirmed that. Will probably use keyboard arrows and paging keys until a real fix is done.

You should now go to Windows Update and download the latest Cumulative
Security Update for IE6 SP1- KB832894
It will fix the scroll problem.
