Scroll lock comes on automatically

Upon bootup, I get scroll lock and num lock coming on. I only want num lock. I have checked the registry and found that HKEY_CURRENT_USER/Control Panel/Keyboard/InitialKeyboardIndicators=2 (which should be only Num Lock). In HKEY_USERS/.DEFAULT/../InitialKeyboardIndicators=0. There are however 3 other categories under the HKEY_USERS, they are S-1-5-18 where the InitialKeyboardIndicators=0 and an S-1-5-19 and an S-1-5-20 where each of these two has the InitialKeyboardIndicators=0x80000000

Any ideas why I get the Scroll lock coming on? How do I get rid of it

If you set the InitialKeyboardIndicators=2 for the current user and the
default user, then only the NumLock should be the only indicator on. If you
set it to 0, then the Num, Caps, and Scroll Lock indicators should be off.
Is that the case?

I set default user to 2 and that fixed the problem. Only
Num lock is on and no Scroll lock. Thanks for the help.
