Scroll Bars in Userforms

I have inserted a scroll bar from the toolbox and now I
need to get it to work how do I get this thing to scroll
up and down on my userform??
 
What do you want to happen when someone scrolls it ? Or do you want it to
move all by itself ? Please clarify.
