Yes, apparently so. We first noticed the problem in a
scrolling "<TEXTAREA>".
BTW, I uninstalled the Q824145 patch (using Add/Remove
Programs) and it did in fact correct the scrollbar
behavior in our <TEXTAREA> boxes. Disclaimer: I'm not
advocating that anyone/everyone should do this. The
resulting security hole may be worse than the scrollbar
behavior. That's your call.
