Scripting files and settings transfer wizard

Is there a way to automate the files and settings transfer wizard,
including settings and such?

The below article explains two program files that are named ScanState.exe
and LoadState.exe along with four migration-rule information files that are
named Migapp.inf, Migsys.inf, Miguser.inf, and Sysfiles.inf.
