script not running on machine and running on user level

I'm using a vb script to modify registry (Cunnent User hive).
when I apply it on the logon script it is working fine, but when I set it on
the startup or shutdown script it is not applied even though I see it on the
Group policy result as executed.

Hi

The user's Current User hive is not loaded when computer
startup/shutdown scripts are run, so what you experience is expected.

But still I have Q regarding this point:
How to set a registry value in Current_User hive for all of my 500 users
still I need that to be applied on their machines.
I can do it manually by loading and unloading hive from REGEDIT but the
question is how to automate this time consuming task???

Assign it as a logon script.
