Script Block Alert

I ran a troubleshoot on display and got a NAV Script
block alert

Object: FileSystem Object
Activity: GetSpecialFolder
File: HelpCtr.exe

I was given these options. What should I do?
1.) Stop this script (recommended)
2.) Allow this activity once
3.) Allow the entire script once
4.) Authorize this script

Is HelpCtr.exe a safe executable? What is it?
 
This file is the heart of the Help and Support center. It uses the Windows
Script Host to perform some of its functions.
