Can someone point me in the right direction on how to capture a screen shot
on a mobile device and saving it as a bitmap or jpg file?

If you have installed eVC 4.0, it includes tool called CeZoomIn. An
alternative is installing WIndows Mobile Developer Power Toys and making a
screenshot of the ActiveSync Remote Display window
