Hi,

Is it possible to apply a machine policy that runs a
specified screensaver when the machine is logged off?

as far as I know, you can't run a screensaver on a logged off machine with
or without policy?
 
I am not sure how this works, but when a user is logged off, the
..DEFAULT user is active.
This user is located under HKEY_USERS\.DEFAULT

You may try modifying HKEY_USERS\.DEFAULT\Control
Panel\Desktop\SCRNSAVE.EXE and set it to your screen-saver located in
the %SYSTEMROOT%\SYSTEM32 (default search-path for windows).
