Screensaver password user rights

I am setting user machines up with a 3 minute password
policy on screen savers. The problem is that for some
reason users have the ability to bump up there password
time. Is there anyway I can grey out the ability for them
to change the time the screen saver kicks in. Or even
better now allow them to go into the display panel at all.

Thanks any help would be much appreciated.
