What determines the screensaver that will be used at the
Welcome Screen?

Hi Michael,

When you start Windows, you may be presented with the Windows XP welcome
screen, which prompts you click your user name to begin, or you may be
presented with a Welcome to Windows dialog box that prompts you to press
CTRL+ALT+DEL to log on. By default, if you do not press a key for 10
minutes, the Windows logon screen saver (Logon.scr) starts.

Hi Michael,
If you want to change the screen-saver at the logon screen, then type
REGEDIT at Start>Run.. and navigate to HKEY_USERS\.DEFAULT\Control
Panel\Desktop and on the right pane find the string named SCRNSAVE.EXE
Double click it and enter the full path to the screen-saver of your choice
and click OK.
