Screensaver and monitor sleep don't work

I have a screensaver enabled with a delay of one minute, yet when I leave my
computer for more than a minute, the screensaver doesn't come on. So I tried
setting the monitor to power off after one minute, and that doesn't work
either. Has anybody else experienced these problems?
Using Vista RC1 (build 5600).

The whole standby/sleep, hybrid hibernate, monitor off, power options-
are screwed up for many.

Even when manually running one of the .scr files in Windows\System32 (per
Michael Cecil's suggestion in a related thread, "One-touch screensaver or
monitor sleep" in this newsgroup), the screensaver spontaneously turns
itself off after about a minute and a half.
