screensave wii not kick in and power options don't work

for some reason my screensaver does not kick in after the time set for no
activity. In addition, under power options, when I set the option to shut
down the monitor after 10 min of no activity and to go into standby after 30
minutes... does not work.

Does anyone have any suggestions? Help would be appreciated.
