Screen Tip not displaying in IE6 for Object ALT Text

I have developed a web application that uses an image map with ALT tag to display screen tip information when the user hovers above a region on the image. This works great for all of my users except one!

This user just had a workstation reloaded with XP Pro and is using MS IE 6.0.2.

I can not find the setting or option that can turn on the screen tip popups for her browser. Can anyone help me please?

New XP machine may not have the Java VM software.
