I have my power scheme set to always on and the screen
saver options on my display properties are grey (can't
change), yet my pc locks up after 15 minutes of no
activity requiring me to alt-ctl-del and re-enter my
password.
what is causing this and how can I change it?

Try applying the following .reg file:

REGEDIT4

"ScreenSaverIsSecure"="0"
