Screen Saver Shortcut

I want to set a shortcut on my desktop to manually run my
screen saver. I did it before on a 98 machine, but I
don't remember the command line. Can anyone help me?

He's referring to the name of the screensaver. Surely you know what
that is don't you? For example: If the screensaver is called
"Happy Days" the filename is probably "happydays.scr"

Create a shortcut in your quick launch taskbar and point it to
the name of the file. Whenever you click on it the screensaver will
activate.

All screensavers have an extension of scr and most (certainly the system ones) are in C:\windows\system32.

It will be a file in windows\system32 with an .scr extension. Try
double clicking it first to make sure you have the right one, then right
drag it out to the desktop and take 'Create Shortcut'
