Screen saver power save settings

Hey I am still having the same problems with my power save settings. I set
my monitor to shut off after 5 minutes and sometimes it doesn't work. I
thought I had narrowed it down to some programs, but the problem keeps coming
back. I got down to 21 processes and it still happened. Could it be the video
card drivers?
AMD Athlon(tm) 64 X2 Dual Core Processor 6000+
DirectX Version 4.09.00.0904
NVIDIA GeForce 8600 GTS Driver 6.14.11.7519

power settings usually don't work if there is any system activity, check
running programs.
