Screen saver help

It's weird b/c I just want a still image as the screen saver. Basically, I
want the option of 'blank' in a way but instead of the black screen I would
like it to be one picture at all times.

Though you could build such a screensaver, the question is ... why would
you? The whole point of a screensaver is to put an image on the screen that
animates and/or otherwise changes the display periodically to prevent
burn-in. Using a single image screen saver would pretty much defeat that
purpose.

Screen Savers were originally designed to prevent screen burn-in, this is
why they were designed to be animated or to change frequently. Since this is
no longer a problem with modern monitors, having a static picture is one
option although you won't find any of these easily.

What you can do, as a workaround is the following.

Open Windows Explorer and go to the parent folder in your user account.
(Usually C:\your name)
Right click in this folder and select New/Folder. Name the folder My
Screensaver. Place one picture that you want to use in this folder.

Right click the Desktop and select Personalize/Screen Saver. In the screen
savers drop down menu, select the Photos screen saver. Click Settings, click
the Browse Button and select the folder that you just created.

In The Use This Theme drop down, select Classic
In the Slide Show Speed drop down, select Slow.

Select Save.

You should now have a scree saver that does not change pictures.
