Screen jumps to mini size upon start up

After windows starts, the screen jumps to a mini size leaving a large black
border around the perimiter. I then must press Function and F7 to resize it.
 
When you say "press Function and F7", I receive the message that you are
using a laptop. Did you change the "Screen refresh rate" to something above
60Hz?

This sounds like a laptop system. As windows starts, it goes through a
brief phase where it drives the display in pure VGA mode
(640x480x16colours). Most displays automatically display this mode in
full screen, so you get a large, but grainy display. Most laptops seem
to default to displaying this in a tiny 640x480 box in the middle of the
screen at its native resolution.

The answer, if so, is outside of Windows' control (one you can't blame
on Bill). You have to go into the BIOS settings for your system and look
for something like "expansion" in the display settings.

For IBM Thinkpads you can usually get at the BIOS settings from a
bespoke "System properties" sort of application (My ThinkPad's not
stoked up right now).
 
You are correct I am using an Inspiron 8200. the machine was running and I
closed the lid. Upon reopening, I found the shruken screen.
 
RIGHT CLICK ANYWHERE ON THE DESKTOP, CHOOSE SETTINGS, ADJUST YOUR SCREEN
RESOLUTION TO 1024 BY 728. I RECENTLY HAD THIS SAME PROBLEM BECAUSE LAPTOPS
USE 640 BY 480 AS DEFAULT
