Uninstall your ATI software and drivers, then visit http://ati.amd.com/support/driver.html and download
and then install the new ATI Catalyst 8.5 Display Driver
for Windows Vista (released May 21, 2008).
Also, may sure your video card is seated firmly in the slot.

Did that after I did a clean install but still the flicker was there. But I
turned off the computer 4 3 hours and the flicker was gone
