SCL Level of 1 or above going to Junk Mail even though level set t

Hi Everyone,

We have one user with a weird problem. I have installed the scl.cfg form
suggested by Microsoft to expose the SCL in Oultook. So we started watching
the mail. All mail with a SCL of 0 or -1 comes into the inbox fine. SCL
above 1 goes to junk mail. The exchange server is set for a SCL level of
5...

Any idea why this might be happening (only one user in whole domain?)

Suggestions appreciated...

(Sorry those would have been useful ;)

Filter level is set to low, domain is entered into safe senders list, sender
even in safe recipients list, and have verified sender is not in blocked
senders list.

Went through the rules, nothing but two simple rules that wouldn't apply
(both are by specific subject).

Also, no other anti-spam measures in place.

That's what has me lost... I've checked everything I can think of too...
