There are 32 bit XP drivers that come with Windows XP Media Center
Edition for my SA 8300 HD Cable Box. are there any Vista drivers (x86 or
x64) for this device?

Scientific Atlanta would be the source of your answer since
they are the vendor of the hardware. Microsoft does not
write drivers for the hardware. Drivers that are found in
the installation media come from the vendor, not Microsoft.
So, you need to contact Scientific Atlanta.
