Jess,
I might try to take another approach. Try installing the Support Tools on
all of your WIN2000 Servers. The Support Tools are located on both the
WIN2000 Server CD as well as the WIN2000 Service Pack CD in the Support |
Tools folder. You can also download them from the MS web site. There are a
lot of very important tools included with the Support Tools, such as dcdiag,
netdiag, netdom, repadmin, replmon, adsiedit, nltest, etc.
Now, you can use 'netdom query fsmo' - without the quotes - to see which DC
holds which FSMO Roles. You can also use replmon as well as one or two
others.
Now, to your question. Did you register the .dll before? Please take a
look at the following MSKB article:

After creating an Active Directory Schema MMC snap-in, I ran it to check
the Operations Master. It only gave me a blank "Current Focus," a line that
reads "The server is currently offline," and a text box with "ERROR" text in
it. All of my three domain controllers (all Windows 2000) are "ONLINE".
How will I make this right, so, I could know which of my three servers is
Operations Master or Schema FSMO Holder?
