'Scheduled' won't cleanup disk

I CANNOT get scheduled task disk cleanup to run. I have tried every response
in this newsgroup concerning scheduled tasks not running, been to the support
and troubleshoot sites, completely reinstalled XP with all NEW passwords,
reinstalled with No paswords, reinstalled with OLD passwords. It will not run
as scheduled. I installed Tweak UI and it ran once, then I could not get my
computer to reboot, hence another complete reinstall of XP. I actually did
Tweak UI twice, same results. I am certified in several areas of pc support
tech and have clients laughing at me because I have never been able to
schedule a successful task. I have blasted my computer several times, no
matter how fresh the install, scheduled task will not run. I'm not going to
Tweak UI anymore either as it seems to inhibit the ability to reboot. I built
this computer and several others. Now I want to cry.

May be going over old ground here, but shall give you this info, just
in case it is different to the ways you have already tried.

It is possible to run scheduled tasks without a password.
If you're using XP Pro, you'll need to edit the Local Security Policy.
Here's how:
1. Click Start | Control Panel | Administrative Tools | Local Security
Policy.
2. In the Local Security Policy console, expand Local Policies and
click Security Options.
3. In the right pane, double click the entry that says Accounts: Limit
local account use of blank passwords to console logon only.
4. By default, this policy is enabled. Click Disabled to disable it.
5. Click OK, and close the Local Security Policy console.
Or,
Start > Run, copy & paste > services.msc & hit > Enter.
Task Scheduler. Enables a user to configure & schedule automated tasks
on this computer. Set this to Automatic.
Or,
Right click an empty part of your desktop > Properties > Display
Properties > Desktop > Customize Desktop > Desktop Items.
Down the bottom of that screen, check > Run Desktop Cleanup Wizard.
