Can a Scheduled Task be set to run when nobody is logged
on? Or even when the machine is turned off?

If so how please?
 
OFF??!?!?!? No. It can be set to wakeup but not if it is OFF. Please
look at the settings available to you when you set up the Scheduled task
for when you wish the task to run.
