scheduled task wizard freezes

when i run the scheduled task wizard, it does a soft
freeze. i can end the task with ctrl alt del. This
particular server doesn't have any SP's applied. I've
tried to use another scheduled task (which says "never
run") and browse to the app i'm trying to run (a 3rd party
imaging software) and it doesnt start at the scheduled
time. Any ideas on how to solve this problem?

BTW, this is only server 2000
