Scene changes in Movie Maker

When I burn a DVD it seems to put the scene changes in random spots. I
thought it would make new scenes where I put in where I added a title but it
doesn't. I can't find the answer on help and it would be great to set where
I want the scenes to change so that when you load the DVD on a player you get
the scene selections you want on the main menu. Is there a way to select the
scene changes you want?

First...Publish your chapters individually in the
..wmv format to a folder on your hard drive...
