scanstate and loadstate

In XP CD, in the support folder were the scanstate and loadstate commands. I
have searched in the Vista CD and found the migwizd, migsetup.....but no
scanstate and loadstate. ¿How can those commands be performed? I have seen
the syntax and other documentation but do not find the commands.
