Scan Disk won't work!!

I have Vista Home Premium.

I can't seem to check my disk for errors. (Scan Disk)

I've followed the instructions: C/Properties/Tools/Error-checking/Check Now

I get the message:

"Windows can't check the disk while it's in use
Do you want to check for hard disk errors the next time you start your
computer?
Schedule disk check "

I click yes.

But when I restart my computer nothing happens!!!
I've tried this numerous times, and it never runs the check on the next
re-start.
I've tried in safe mode typing chkdsk/f, and I get the same question if I
want it to scan in the next startup, so I type Y, and again nothing happens
on the next restart!!!

How can I get Scan disk to work?

None of those methods worked.
Though when I did chkdsk /i - it did start a scan, but stopped and said it
could not continue in safe mode. So I'm back where I started, and I'm
dreading wiping out my hard drive, reinstalling eerything, etc.
