Scan Disk at startup

Scan gets cancelled automtically at startup without my
confermation. I formated the computer twice but it dind't
seem to work. Anyone has a answer to this problem?

Check Disk runs on every boot: Note - I have seen this happen when Windows
File Protection has either been disabled or not allowed to run upon
cancelling the bootup Check Disk.
