scan completes immediately and "There are no updates available at this time"

Hello
After clicking scan for updates on the Windows Update, the scan completes
almost immediately and "There are no updates available at this time" appears
on the page.
"Windows Update has encountered an error and cannot display the requested
page" appears after scanning for updates again on the Welcome page on the
Windows Update site.
How to get the list on updates?
