Assuming you are using ISA 2000:
You put in a general blanket rule that denies http traffic on port 80
for all client computers, then add a protocol rule that allows traffic
on port 80 for the specified client computers.
ISA comes with a default protocol rule that allows http traffic on port
80. You can change that to deny, as the first step.
I don't recall for sure, but you may also be able to do this in the
Internet Connection Wizard, but I wouldn't go that far back.
