Does anyone know if I should be able to put a CD-R CD in
a CD-RW drive and then in Word do a save as to a document
and save it to that drive without having to go out of
word and save the document to CD via explorer, everytime
I try I get a error that I don't have access to the "X"
drive.

It depends on what software you have, but the best advice is not to do this.
Because of the way Word used volatile temporary files writing and reading
with Word to removeable media is a major cause of document corruption.
Always open and save via the hard drive and archive to CDR later.

Even when it works without corruption, you fill the CD with rubbish as the
temp file gets repeatedly re-written.
