FP 2000, Windows XP Pro
Since upgrading from Windows 98 to Windows XP, when I open FP, open
an existing page, make no changes, and my first action is to Preview in
Browser,
I get this pop up message "This page contains elements that may need to be
saved or published to preview correctly"... with only an (ok) button.
Can this pop-up be eliminated?

No if the page is "dirty"
- FP thinks it has changed because you edited it or it has some dynamic content or webbot that need updating

The prompt indicates that you have items on the page that require that page to viewed from an http
address on a server that has the FP extensions.

When you use the Preview tab, you are viewing the file from the FP temp folder.

Even though no changes have been made? I assume this is new with either
XP or the FP Extensions loaded with the new IIS. With Windows 98, I never
got a prompt unless I had made changes.

For me, in Windows 98, whenever I opened a page in FP and the first thing
I did was to Preview in Browser, no changes made whatsoever, it previewed
without that prompt. Oh well, I can adapt.

Since your upgrade did you sync up the local and the remote - if not it's worth a try.
