Save as file downloads starting before confirming

When I right click and select save target as the download
begins before I select the download directory, file name
and hit save. I'm not sure what I've changed but it
usualy waited for me to confirm and then begin
downloading. Where should I look for the option to make
it wait for me to confirm the download?
