Save a workboak with Commas and double quotes

Hello,
is there a way to save an excel workbook with commas and
quotes? I mean if I choose comma delimited it separates
each field with a comma, but not exactly what I want.
Example,
L,BRID,CITY,ST,CTRY, ETC, I want it to look like:

"L","BRID","CITY","ST","CTRY", ETC. Basically double
quotes at beginning and end of each field. Can this be
done? I tried saving it differently but no luck,

Would appreciate any info anyone can provide.
