SATA Link to Phy Align Primitive

I am new to SATA.

I can see in the spec that the phy can discard the ALIGN primitive in
the receive direction. In the TX direction, I can see that there is a
state diagram for sending ALIGN primitive. I need more clarification
on when, how to send the ALIGN primitive from the link layer to phy
layer. I would appreciate any advise or pointers.
