Maybe they'll use the Omega drivers. :)

I know from personal experience his drivers based on Cat 7.10 work on
X850XT PE and X1950Pro AGP cards.

Also, his newly released drivers based on Cat 7.12 state they now
include support for the X3000 series cards in addition to working on
all currently released AGP cards. This is with the usual disclaimer
that there may be some cards out there with non-standard card ids that
don't work with his drivers right now.

I'm certain this is a stupid question, but it's the only kind of
question I have on this subject right now!

Is a HD3850 AGP definitely/noticably faster than a X1950 Pro? Assuming
I want to stay AGP right now for reasons that are my own, would the
performance be a worthwhile boost?

All this, of course, assumes you got a decent CPU installed on that AGP
motherboard.
