SAPISVR.EXE

I have a problem with the program C:\Program Files\Common
Files\Microsoft Shared\Speech\sapisvr.exe.

It is taking up all or most of my RAM and CPU and I have
noticed that after I close it in Task Manager, it opens
again when IE loads a new page. I have tried deleting it,
it duplicates itself back, if I put another program with
the same name in the folder, it replaces it.

I'm an novice/coming-up veteran at computers and I know
things, but sometimes don't know what they do. I have
tried looking in regedit and msconfig for it and it
doesn't seem to be there.

Help please!

"Microsoft said its speech recognition engine, a program file named
Sapisvr.exe, is turned on at installation by some computer manufacturers.
The engine is also included with Microsoft Office XP and other
speech-enabled products.
To resolve the problem, Microsoft said XP users should disable the Dictation
and the Voice Command features on the operating system's Language bar.
Alternately, users can turn off speech recognition completely from the
Regional and Language Options tool on XP's Control Panel."
