same text box on every pages

Is it possible to have the same textbox on every page? I have a fax document
and would like it to have the same content in the same position when users
add more content into the page (or 2nd page or 3rd page)

I don't want to use header and footer since that will make my logo not in
pure black (header will make the logo into a lighter color)
 
What you are talking about is a header or footer, by definition. They are
for things you want on multiple pages. Word is not designed to produce
electronic documents. If you want to send someone an electronic version of
the printed page that Word is designed to produce (which would then show
your logo as dark as you want) print the document to a pdf version and send
that.
