SAM failed to start the TCP/IP or SPX/IPX listening thread

I am not sure if this is the correct group for this
problem but here goes. I have recently started having
problems with slow-w-w startups in my w2k and a search of
the "System" event log shows most of the time spent is
followed with this:

Event ID 12291 - SAM failed to start the TCP/IP or
SPX/IPX listening thread

anyone have any ideas? TIA...
