I must shut down the computer before I can remove the usb
flash drive safely. I have XP Home 2002 with SP2. I
have 30 GB and 256MB RAM. I have tried to change the
toolbar active icons settings and looking in the control
panel but nothing that I do works.....

Not to sure what you mean

you dont need to shud down to safely remove the device
just double click on it in the bottom right and then
remove but if what you are saying is that the icon isnt
appearing down there then not sure how to get it to come
up should appear as soon as a usb device is pluged in

you can set it so that the Safely Remove icon always
appears by right clicking on the clock and selecting
properties then click on "Customize"...hope this helps

With the USB flash drive inserted. Click on the icon, a small message opens
that reads "Safely Remove USB Mass Storage ..." Click on that message, and a
balloon will open when all data has been transferred. Remove the diive.

I read this from another post and it worked perfectly.

From the Start Menu goto Settings and click on Control Panel.
Double click on the Add or Remove Programs icon.
On the left hand side of the Add or Remove Programs window, click on
the Add/Remove Windows Components button.
In the Windows Components Wizard window, scroll down the Components
window until you get to Networking Services and double click the
Networking Services option.
In the Networking Services window, place a check mark next to the UPnP
User Inferface option.
Click the OK button and follow the instructions in the following
windows.
When your computer reboots, the Safely Remove Hardware icon will no
longer be there.
