Safe to Remove ADMtek ADM8513

With XP Home Edition in the taskbar there is always an icon that has a
balloon that says it is safe to remove ADMtek ADM8513 USB to fast Ethernet
Adapter. Is it safe and if not will a restore recover the system? How to
remove the icon? Thanks.

Remove the ADMtek ADM8513 USB adapter, then, after the notice goes away,
reinsert the adapter.
