Is it safe to delete compressed files in Windows XP when
using disk cleanup from system tools?

That would depend on what and where the compressed files are (ie what they
contain)

Some may be safe to delete others may affect your ability to
install/uninstall/re-install application or Windows Components.

Some may be things that belong to you that you may want to keep, documents,
pictures, etc.

When using the disk cleanup tool it does not delete compressed files, it
compresses old/rarely used files. It is safe to do this. Click on each one
and read its description at the bottom. It tells you it compresses files,
not deletes compressed files.
