safe removal of USB drive

Hi,

I found the window for stopping USB device didn't show up when I R'Click the
USB icon on the lower right corner.
I had a exclamation sounded but no window show.
I'd nowhere to stop the USB device before I physically remove the device.
Any idea what cause this to happen?

I don't have any USB icon for stopping the device, and have not had
any problems (plugging/unplugging my external card reader). That was
true with Windows 2000, but not XP.
